Borrowing/Returning Service
SICC Administrators, faculty and staff, and students may borrow any library resources for home or outside use depending on the type of items for a specified number of days as stipulated in the Circulation Services Policies. A valid school ID is required in every transaction to ensure the proper identification of bona fide users.
Borrowing/Returning Procedures:
· Fill up the library book card with your complete name and the date borrowed.
· Inspect
the book(s) before borrowing for possible missing/mutilated pages.
· If a user wishes to check out a book that is already damaged, he/she
should show the damage to the circulation desk staff, who will make a note in
the record and not hold them responsible when the book is returned.
· Give
the books(s) you want to borrow together with the School ID to the librarian or in charge for proper processing and discharging.
· Present
the borrowed book(s)/library resource(s) and the release form to the library
staff assigned upon leaving the library.
· Books
should be returned on or before the due date to avoid overdue fines.
· Library
users are responsible for the book(s) until they are returned or checked in the
library.
· Return
borrowed book/resource(s) at the circulation desk.
· A
return slip is released to the borrower as proof that borrowed book(s)/resource(s)
is already returned/checked in to the library.
General Policies
The library user should present a validated School ID Card at the Loan/Reserved/ Circulation Desk in borrowing books
and other library resources.
· The library user should fill up the Library Patron Information
Form.
· The owner of the School ID is liable for any transaction made in
the library.
· The
borrower will be held accountable for failure to report missing/mutilated
pages.
· Borrowing
by proxy and authorization slip is allowed to administrators, faculty, and
staff, but not to students.
· For non-circulating resources, special consideration is given to the user to borrow on a particular loan period using the Borrower’s Slip.
· Issuing
and returning of loaned library resources are done at the Reserved/Circulation
Counter only.
· All
Circulation/Reserve/Borrowing services end 15 minutes before the library
closes.
· Borrowing
of the book(s)/resource(s) is suspended during the examination period.
· SICC
Alumni and visiting scholars/outsiders can enter and use the resources in the
library upon payment of an admission fee amounting to PHP 50.00 per day per
person. However, they are not allowed to borrow any library resource(s) for
outside or home use.
· The
library user shall present the Order of Payment Slip to the City Treasurer’s
Office for payment.
· Payment
of lost book(s), fines and other penalties, photocopying, and admission fee
shall be made at the City Treasurer’s Office, and receipt shall be presented to
the library for proper recording of payment.
· Seventy
percent (70%) of all collected payments shall be placed as a Library Fund,
intended to support other library needs.
Renewal Service
Items may be renewed in person provided that the physical items are presented to the librarian. Renewal will not be allowed if it reaches the maximum renewal limit. Renewed resource(s) should replace the original due date.

· Book, resource, or material borrowed
from the Library will be returned on the date and time specified at the time of
checkout.
· Checked-out items have different
loan periods based on the circulation type of item and type of user.
· The library sends a series of
courtesy notices to users about checked-out and overdue items through email and
Recall Slip.
· The borrower bears sole
responsibility for returning materials on time and in the same condition as
when the item was checked out.
· Non-receipt of courtesy notices is
not a factor regarding overdue charges.
· An overdue notice is posted on the
Library Bulletin Board.
Lost/Damaged Books,
Fines, and Other Penalties (Proposed)
All library users including administrators, faculty and staff, LGU Staff, and
students are responsible for returning books in good
condition and will be assessed fines for damages.
· If any borrowed item is lost, the library should be notified
immediately; overdue fines continue to be assessed until notification is
received.
· Lost book is to be replaced with the same title, author, edition, and copyright year.
· If
the first condition is not possible, a book on the same subject or closely
related subject may serve as a replacement provided that it is the most recent
edition.
· Or, in case the book is out of print or is no longer available in
the market, the borrower shall pay for the lost book based on the Guidelines
for Charging (Lost books with no record of prices/costs).
· If
the borrower found the book after being declared or reported lost and returns
it, and if the book is in acceptable condition, the user will be required to
pay only the accumulated overdue fine.
· Lost
book should be replaced within two weeks after it has been reported lost,
and/or before clearance is secured from the library.
· If
the book is damaged due to flood, fire, and other emergencies, the
borrower should secure an affidavit of loss, etc. Otherwise, he/she must replace the book with the same title and author or upon the librarian's recommendation.
Stealing, Damaging, Mutilating, or Vandalizing of Library Resources
Stealing and mutilating books and other library collections are serious offenses and will be dealt with strictly in terms of the following cases:
· Anyone
found guilty of stealing any library resource will be held liable for a grave
offense: thus, disciplinary action will be endorsed to the Office of the
Student Affairs (OSA).
· Anyone found guilty of damaging, mutilating, or vandalizing a
library resource shall be subjected to disciplinary action as sanctioned by the
Library Management through the OSA, depending on the gravity of the offense.
E.g. A library user may be suspended from
borrowing any library resource.
· In addition he/she will be made to pay P100.00 plus the cost of
acquiring a replacement of the stolen/damaged resource.
