Open Educational Resources (OER) in the Philippines refer to freely accessible, openly licensed teaching, learning, and research materials that can be used, adapted, and redistributed by educators and learners. These resources, which can include everything from full courses and textbooks to videos and software, promote access to quality education while addressing affordability and flexibility.
